I have a i7 processor don't know what kind I have the gtx 460 working on getting another monitor and a better monitor I have 3 fans on the inside of my computer(makes a lot of noise) with windows 7 OS if you can recommend a decent graphics card at the range of 100 150 dollars that would be nice

A used r9 270 or gtx 760 might be your best bet. If you want something current gen RX460/RX550 or gtx 950/gtx 1050 are fine as well, but the value isn't really there when it comes to price to performance.
